Ctrl+V do not works in AutoCAD. In other appendices all works normally. In what there can be a reason?

Does 'Ctrl C' work?
Is your windows standard accelerator keys option enabled?

Yes Ctrl+C work, accelerator keys enabled. Don't work only Ctrl+V, only in AutoCAD.

What are you trying to copy and paste? Are you trying to copy something from a different program and paste into Autocad, or are you trying to copy from one drawing and paste into another? What happens when you hit Ctrl+V, do you get any error message?

What are you trying to copy and paste?
Any of object types with simple Ctrl+C or _copybase. _pasteclip from shortcut menu work normaly, but Ctrl+V not.

Are you trying to copy something from a different program and paste into Autocad
Yes, Ctrl+C in MS Word -> Ctrl+V in AutoCAD - don't work. AutoCAD circle -> MS Word work normaly.

or are you trying to copy from one drawing and paste into another?
Do not work.

What happens when you hit Ctrl+V, do you get any error message?
Nothing happens. No messages or other reactions.
