Raster images

This should have been easy, and I have done it before, but...
I imported a raster image of a map, over an existing vector file, so that I can draw over it. Trouble is, I can't see the vector image "underneath."
I tried using Transparency. I tried moving the raster image "below" the vector one.
I can draw over the raster and see the lines easily. I can't see any pre-existing lines.

Type DRAWORDER and select the surround of the raster image, then send it to BACK.
