Can someone tell me what steps and/or software would be required to:
Select Block from a Cad plan that would enable a Specification sheet to pop up (word or PDF) identifying the Item (equipment) within a WEB site. Refer to attachments.

This is quite easily done from within AutoCAD and no extra software is required.

Simply select the object and then Insert>Hyperlink from the pull-down menu. Click the "Existing File or Web" Page button. Leave "Text to display" blank and add the URL of the document you're linking to in the "Type the file or..." box. Note that the URL must start with http:// if you are linking to an external website, otherwise, AutoCAD assumes it's a local file.

One interesting thing (maybe a bug in AutoCAD) is that the usual Ctrl+click to follow a hyperlink no longer works, despite what the tool tip says. After a bit of experimentation, I discovered that you can follow a hyperlink by holding down Alt Gr and clicking.
