Viewport hiding dimensions

I am currently using Autocad2000.
Some work was done in a newer version in 3d and 2d drawings made form the model.
I have a problem were I can the view the viewport with the object outline to make the 2d drawing but in hides the dimensions underneath. delete the viewport and the dimensions are visible.
I can plot the drawing with dimension and outline.
Has anyone got any suggestions as to what i am doing wrong

I have had to delete a lot of the model to be able to attached it on here but the problem is the same for all the parts

That's just weird. I have to do some work I will try to get back on your problem when I can.

Try: View > Shade > 2D Wireframe

I have just done the view-shade-2d wireframe in the model. However it does not effect the layout

do "view-shade-2d wireframe" from within the viewport in the Layout.
