I know sometimes a new release of a program works with the same license files, but how is it with AutoCAD 2008? Does it require a new one?

Not sure I understand exactly what your asking, but if your asking if 2008 files use their own format then..no. It is the same as 2007...we have people in our office using 2008...but I haven't had the time to switch...and I can open 2008 files.
Not sure if that was what you wanted...if not..

If you are talking about a network license file the answer is YES.
If you upgraded to 2008 (stand-alone license) you will need to get an activation code. Once you installed the sofware and run it for the first time, you can activate the software.

Actually the license are solely based on the version you install. Each version needs to have an activation code. This code unlocks the license installed with the new version. Network licenses are a bit different in that with the addition of a new version, the current license file are updated to reflect the newer version but also maintaining the older licenses as well.
