Visualize looking at the x-y plane. Is it possible to draw a line towards another object using object snap, but so that the z-value of the drawn line is kept constant, regardless of the z-value of the that it was snapped to?

usually PLINE assumed the z-value of the initial point that it is drawn from, regardless of the z-value it is drawn to.
not sure if that is what you asked, but that is my interpretation of it.

Does 2007 have the OSNAPZ system variable?

:?
I was just having a look at and playing with the OSNAPZ and was thinking how neat that was. Then I saw this thread and thought here was someone needing OSNAPZ.
Alas, I was slow posting and the answer was already given.:(
Now I am off to play with other "new to me" stuff, I might even get some work done in the process. :D

Is there a way to snap to objects that have a different z value?

Yes it is possible. As long as OSNAPZ is set to 0.
