TurboCAD has just released a new rendering engine.

Render Studio. I am waiting for a demo to be released but the price seems good - $250 USD.
As for interface..well that's up in the air. Some swear by Maya but I can't stand it. I am more used to the 3D Studio interface (GMax and Viz as well). Then there is the products from Evoia. You might just have to download a few demos and give them a try.

Check out a program called Cinema 4d, its supposed to be one of the fastest scanline renderes around and is slowly gaining popularity.
