For some reason my 3D Rotate command act the same as Rotate in AutoCAD 2008.

it appears to only work on non-planar view...if you orbit or use the default NW, SW etc isometric views a 3D icon will appear once you select the base point...from there you can choose you axis of rotation...you will also notice that once you invoke the command acad will temporarilly switch to a shaded mode tp perform the operation...

Maybe Im just using a fossil version, but whats the difference in Rotate and 3D rotate?

The ROTATE command only allows rotation within the current UCS. 3DROTATE allows for rotation around an arbitrary axis - specified within the command.
