Is there any way to convert a raster image into a vector form and edit the same as I need ?

Not very effectively. Lots of attempt software out there, but none of it works very well.

I've had some success with the WMF file type. If your raster software can export to WMF, AutoCAD can import it...
I wouldn't try it with anything large though (ie, whole drawings)
It worked ok for my company logo...

As said in others threads there are many software (free and not) that try to vector trace raster images, but no one (as far as I know) is accurate and results are not that good
Try WinTopo, it's free so you can get an idea of what those SW does.

I quite often scan military topo maps to get the contours. I bring the scan into acad and resize it to get the scale correct, then trace over the contours using polylines. It's the only effective way I have found to do it.

I worked with Rasterex saome years ago.
For very good prints it's OK, maybe for house plans etc, but not for anything mechanical to be produced.
My advice is to scan the drawing and use it as a background in acad while you draw accurately, using written dimensions if possible.
