Can I change color of layout?

I know how to change my model tab background to black, but is there a way to change layout tab background to black too?

the same place that you change the Model tab background - just swap in Window Element

Tools -> Options -> Display -> Window Elements_Colors -> context_sheet/layout -> interface element_uniform background -> color_whatever you want
