Try setting up a local UCS, say in Calder Drive, instead of having your 0,0 point somewhere off Land's End :(
AutoCAD hatching goes into sulk mode when a long way from the origin.
(Don't know about HPGAPTOL) :?

Draw a horizontal line (with ortho on). Then type UCS, then when chosing an option for the UCS, enter E, then pick the left hand end of your line. :)
It is easier to set up a UCS if you have a horizontal line (an entity) to show it where the new origin is.
