UCS changing after right click ACAD 08

Autocad 2008 Mechanical

When I am trying to do something as simple as rotate an object, I am typing "ro" enter, then I select my object, when I right click to move onto entering the angle the ucs has shifted 90 with the "z" axis towards "Y"

anyone know where this little option change is

Is your UCS set to World?

Yes it is and everytime I change it to one of my "named/saved" ucs's, the crosshairs will change properly... then when I go to use move or something, as soon as I select the object and right click it immediately changes back to World

Try UCSFOLLOW set as 1?
