dreamweaver is a good program to use, if you are familiar with PHP/HTML

Dreamweaver is great. Also have a look at the new offering from Microsoft. They killed FrontPage and have a new trio of web software that seemed to be pretty nice. If you need a nice freebe check out NVU or the alternative version called Kompozer.

The answer very much depends on what sort of web design you want to do. Do you want to learn XHTML & CSS standards compliant coding or do you just want a WYSIWYG editor that will give you a quick fix.
If you're just after a quick fix, then just use something like NVU as it won't cost you anything.
If you're serious about learning web design, I recommend beginning with a basic free toolkit consisting of:
Notepad++ (http://notepad-plus.sourceforge.net/uk/site.htm) - Excellent open source code editor with syntax highlighting.
SmartFTP (http://www.smartftp.com/) - Probably the best free (for non-commercial use) FTP client.
Paint.NET (http://www.getpaint.net/) - Amazing free image and photo editor, similar interface to Photoshop.
Firefox (http://www.getfirefox.net/) - The open source and standards compliant browser.
Web Developer Toolbar for Firefox (https://addons.mozilla.org/en-US/firefox/addon/60) - Indispensable set of browser utilities for web designers.Write your XHTML and CSS code in Notepad++, create and edit your images in Paint.NET, preview the results in Firefox and then upload to your web server using SmartFTP.
Once you have learned the basics (I recommend these texts (http://www.coursestuff.co.uk/DESI1046/reading.php)) you might graduate to Dreamweaver for a more streamlined application. In time, Adobe Web Premium suite would be your ideal choice.

Can I just add that, rather than SmartFTP, there is a really great FTP add-on for Firefox called FireFTP.
Opens in a browser window with great drag and drop functionality. I have it stored as a toolbar bookmark. It's superb 8)

nVu is a Dreamweaver like interface for web development and it's free. My friend uses that Notepad++ BTW and he loves it. he's a great PHP and Website developer.

Another ftp available is FileZilla (http://filezilla-project.org/)
Go to sites like W3Schools.com (http://www.w3schools.com/) to learn coding/scripting/programming. I just downloaded notepad++ for the first time last week and I absolutely love it. Great editor to use without dealing with a problematic (in my experience) software like Dreamweaver.
You could also search online at a place like sourceforge.net (http://www.sourceforge.net) for web design software. Netscape Navigator (http://browser.netscape.com/) used to come with a basic web design software for free. Not sure if it does anymore.
If you're good with a word processor (Microsoft Word, etc.) you might try designing in OpenOffice (http://www.openoffice.org/) Writer and saving as a webpage (.html). It's not as good to do this as actually coding it yourself, but it is an alternative. Just don't do it with Word because it will give you some "heavy" and sloppy coding.

The Netscape editor is called NVU IIRC and a new version is on it's way from Mozilla. It is called Mozilla Editor (wow how original ;) ). I think it is in Mozilla SeaMonkey. http://www.seamonkey-project.org/ as well.
