convering drawing from meters to mm

i have a drawing that is currently in meters. I want to change the drawing to mm. i went to format/units and change them there but when i go back to the drawing it still draws in meters?

i want to be able to convert this drawing into mm

Us ethe command SCALE and a factor of 1000.
Basepoint wold normally be the Origin (0,0,0)
SCALE;ALL;;0,0;1000
