If you're in paperspace & you type WBlock it shouldn't bump you into a viewport... I can't think of a reason why it would do this.

Did you try "Save As"?

-i meant to type "won't select inside the viewport." i want to save the paper space just as i see it, including inside the viewport, but i can't select it

-if i do a "save as", it saves the model and all of the layout tabs included. i am trying to save the tab as a new file by itself

but but...the Paperspace is nothing without the Modelspace? :? You can save the layout with wblock - but what is inside the Viewport IS what is in the Model tab so that you can't save with the wblock. Plot the layout and get a PDF or Print Screen if you want a picture of it, but other than that I don't think you can do what you're asking...
Or explain further what it is you want to accomplish and maybe we can figure out another solution.

For 2008, you can go to Autodesk Labs and download Export Layout to Model Space Tool (http://usa.autodesk.com/adsk/servlet/item?siteID=123112&id=9823020&linkID=9240618), not sure if you could get that to work in 2007.
Have you tried Design Center?
