I've got a set of AS INSTALLED drawings to draw from scratch (don't ask, long story), and I'm a little perplexed as to the configuration of the motors that are supposed to run in both directions now that they've been scribbled on, an EVOTHERM 690 added in, and a 'link for delta config' inserted

I'll post pics in a sec

either I've lost my marbles, or the motor has been shorted out :?

the motor is not shorted out. the original circuit was a delta-wye motor starter. originally with this circuit the motor would only run in one direction.

someone has replaced the delta-wye circuitry and added the eurotherm controller. this controller can probably control the motor direction electronically.

the orange jumpers are there to replace the contacts of the relay marked CB1D. relay CB1S is not needed when the eurotherm controller is used. the six connections to the motor correspond to the three separate motor windings. if you follow the jumpers you will see that the end of winding A is connected to the beginning of winding B, and so on. hence no short circuit.

the local isolator is a mechanical switch near the motor for the maintenance guy, so that he can oil or change the bearings without somebody starting the motor.
