I know I should have the option to save layer states in the layer manager. I have recently loaded 2004 and can't find that option. Did I not load something or do you have any ideas?

I can save layer sates through the command line but where does the program save them?

The 2004 Layer Manager should have a Save state... button like this.

If you don't have it, I guess there's something wrong.
In answer to your second question; you would normally use the State Manager to change states. These states are stored in the .DWG file. You can, however, export them to a .LAS file.

All I can find is a "Layer Manager", not a "layer Properties Manager", is that part of express tools or should it be standard

Type "LAYER" at the command line, or go to Format-->Layer. Yours may look a tiny bit different from the image posted, but the button will still be there.
