Scale in layout question

Hi,

I am having trouble scaling a drawing so I will tell you here in detail what I have done and hopefully someone can tell me where I have messed up.

I have a drawing done in imperial.
I copy it onto my Metric template
I scale it by 25.4 (all measurements check out)
I go to layout (11 x 17) ANSI B
I go to the layout toolbar and type 1:200
and the drawing zooms in super close! I know it is not correct because we have an engineers printout of the same property at a 1:200 scale and the area I am working on should fit into an 11 x 17 page.

Please if you can see what I've done wrong please let me know.

I think the problem was the ANSI is an imperial size and ISO is metric and I had them backwards I am now working off of an ISO template so I hope all my dimensions etc will be in metric.
