check what layer its come in on - is it locked?
Do you have the drawing open in a different window?

Sounds like someone else has the file open

Sounds like someone else has the file open
i have had a similar problem
i just avoid it by opening a copy of the reference dwg itself in a seperate dwg and editing that then going into the current working dwg and reloading the xref it is old school but it avoids the lock issue(make sure you make a copy of the dwg to be referenced that way if you inadvertantly mess up it does not affect the orig.

OK. First off, type WHOHAS at the command line, then browse to the file in question, this will tell you if you or any of your colleagues already have the file open.
If it says the file is open, yet in reality it is not, check in the directory containing the file for any .dwl files (you will have to set folder view options to view hidden files). If there are any with the same file name as the drawing then delete these.
Note: If there are .dwl files, yet the drawing is not open, then it is likely that the file is read-only so you will likely have to talk with your system administrator to get the files removed, or give you permission to remove them.

Cheers
