In my opinion, the checker is the most valuable part of a CAD department.
My suggestion would be just to keep marking them up the same way. Write them up for each time they repeatedly make the same mistake. Maybe suggest some form of reprimand for the employee after a certain number of write-ups?

I have a low tolerance for this sort of insobordination,someone I hire has a limited amount of excuses they can make before I fire them, thats usually enough encouragement.

The idea behind company standards is that all the drawings have the same look and feel no matter how many different people work on them. If everyone set their own standards we'd have chaos. Stick to the standard...plain and simple. If you want to stand out from the crowd start your own damn company. When anarchy reins all is lost.

The best way to "encourage" this is to break it down to dollars. No standards = no dollars (or loss of dollars rather).
