The ability to underlay Dwf's started with 2007 I believe. 2005 can create Dwf's, but cannot use them as underlays.

Oh. You see the problem is i did not draw this file, and it is for coordination. So other people have to draw on top of it. Would converting the dwf to a raster image help. Then xrefing the raster and and the architects dwg, sound like a viable solution?

That should work. Are you trying to avoid giving out the actual DWG file?

This dwf wasnt drawn by me. It was outsourced before i got here, in the contract with the guy my company outsourced to specifies that he only do a shop drawing. I am involved in the coordination with the other trades. We only have the dwf, and the author does not want to give the dwg.
The thing that sucks is it was drawn in mep in 3d.(My mep 3d skills are not up to par) So if i have to revise the shop drawing, i have to do it in crummy old 2d.

Before I start, please note that this is only my opinion and you are all entitled to work anyway you like, I do not wish to start a debate today, to tired for that, but...
Personally, I refuse to use images for drawn information in AutoCAD. The only image, and this is only occasionaly, that I have is in the titleblock.
If you need it in the drawing, why can not you use an xref?
DWF underlays in 2007/8 are great, but an image never has, or will be great in a drafting environment.
If the guy is refusing to release the dwg then I suggest you look into the contract, as it should be the case that the client owns the drawing, and in that case he, and the project team are entitled to the base files to work with.
Again, if you need the drawing to be accurate, I suggest staying away from images. You will have a b*tch of a time, and you will get no thanks from anyone else for it.

I agree. I wish i didnt have to put these other guys through this. I would spend more time trying to get this guy to hand over the dwg, being he didnt give it in the first place.

Who employed the guy for the project? Was it the client or is he a sub? If he is a sub then just get your boss involved, this guy has no choice over whether he hands it over or not, just as to how painful it will be....

An alternative, depending on how much time you have, look at a raster to vector converter.
These are by no means great, and I would normally never suggest it as you will need to spend a bit of time tidying it up, but in my opinion it is still far beter than using an image.
If you want I can post a link to 1 I used recently that is free, and was good enough for what I wanted.

No need to be mean. :D
Give him the option of sending the DWG or upgrading everyone to 2009.
Just tell your boss that work is halted until you receive a DWG. That should get things moving. :D

There are a number of things LElkins wrote about earlier that I don't quite agree with; but like he said this is not the place for that kind of debate.
Each to their own, eh
