we don't usually do things that way here topcat08 - this forum works by people both asking questions and answering them as and when they can
many of our members help each other out with problems relating to work, but if you ask for somebody to do homework for college for you, you'll usually get short shrift

For the exact tire dimensions, you will need to do some research which will actually cost you money. The tire dimensions and standards are dictated by "The Tire and Rim Association, Inc." here is their website: http://www.us-tra.org/traMem.htm
Basically, all the rims and tires must adhere to the same standards and because of this, the TRA is the governing body when it comes to tires and rims. Sadly I cannot share the information from my handbook, you have to purchase your own, it costs $80 in the US and a little more if its international.
As far as modeling the tire, I would probably start with a revolve and then add features from there on.
