xref's acting funny

I have an FB drawing with a few xref’s attached and one xref Overlayed
When I xref the FB drawing into another drawing the Attached files show up as overlay and the overlay comes in as an attachment.???
I use AA-2008 this is very strange. I understood an overlay would not follow the drawing and a attachment will.??
Anyone seen this before.???

Is there a chance that you could do an etransmit and host the file somewhere for us to look at?
I have never come across, or even heard a hint of this 1 before.
I assume you have done the obvious of audit, and check the xrefs aren't already in the file you are refing into?
