How Do I Publish A Web Page

It depends where you're starting from. Do you mean, "I have a web page, how do I publish it?" or "I know nothing about web design, how do I build a page and publish it?".

I read it as that 'publish' means you want to get it online?
If so have you brought your domain name? I use companies like this one www.lcn.com (http://www.lcn.com) or www.123-reg.co.uk (http://www.123-reg.co.uk) there you can buy the whole package, domain name, web hosting and email addresses.
After that you need some software to upload your webpage/ website. I use (because it's was free) Leech ftp. Works well. it's a bit tricky when you first start uploading, as you need to have all the details from your webhost and to learn all the jargon but if you get stuck I'll try and give you a hand. Just keep me posted as to what stage you're at.
