When distributing completed drawings do they usually get locked.

No, not typically. But then again, we don't usually distribute our finished Cad files unless they are specifically asked for. We share our xrefs with consultants, and they share theirs with us, but the finished electronic files generally stay in house. If we need to send out plan sets, electronically, we will send dwf's or pdf's.
You might want to check out CadLock (http://www.cadlock.com/products/CADVault/) if drawing security is an issue. I have not used this product though, so I cannot vouch for them.

Isnt a DWF an internet tweeked dwg.
Would an xref of a dwg show la info?

A dwf is much like a pdf, only better quality and smaller file size.

An xref is a dwg, so yes it will show layer info, but it is not your entire drawing. In most cases, it just contains base information.

most of the places I've worked don't lock them, they archive them instead, and up the revision next time they're required
If you're running a back up system as frequently as it should be done then you have a point of reference for legalities arising in the future

Everytime I have issued .dwg's to consultants, architects, or who ever.. I have regretted it, even with disclaimer's., people always use the information in a way it was never intended..:x
So pdf's or dwf's are the safest way to go. IMO :)
