Looking at other peoples code is always a good way to learn. I have used Download Studio (http://www.conceiva.com/products/downloadstudio/default.asp) in the past and it works well and has a professional interface. You can download a free 15-day trial.

You could also try http://www.netsnippets.com/ This program is free (you can pay for other versions with more features) and it allows you to capture entire web sites and edit them if desired.
It is also an integrated plugin in Maxthon's browser which is really handy.

I own a site through yahoo and they have a free software called yahoo sitebuilder which I use. The best part is it allows you to import a site with all folders and structure intact and then once you make changes, it uploads them again with all structure intact. I didn't try it with other people's sites but I guess it should work for that too..
