My Tool Palette loaded from LT 2005 to LT 2008 doesn't work. Block icons appear normally, but blocks can't be dropped into drawings -- the small circle with slash appears instead. Could this be a path issue?

Certainly sounds like a path issue.

Right click any tool on the palette and select properties, then check the source file path to make sure it's pointing in the right direction. If it isn't, click in the source file box and browse to the correct file.

Thanks much -- that's a huge help! Just curious though, might there be an easy way to re-path my "tools" in one fell swoop instead of brousing and re-pathing them individually? Unfortunately, my tools (blocks) were created over the years on numerous drawings, and thus have different sources.

Depends how well you're block library is organised. If you open Design Centre and right click on one of the drawings containing your blocks, the pop up menu will give you the option to 'Create Tool Palette'.....

Alternatively, you can drag and drop any block straight from a drawing onto the tool palette.

Whilst both of the above are relatively simple, they may not be particularly quick and I would suggest that once you get your palettes sorted, you export them to a .xtp file, then if you run into this kind of problem again you can import them straight back in.
