views and sheet set manager

Im trying to use sheet set managers model views tab to create call out bubbles. Ive downloaded other peoples files and created it from them with no problem, but now that im trying from scratch ive come across problems. when I try to add views to sheet set manager is shows nothing in the folder that I have saved the dwg with the views to. I created the views using the view command and gave them names and have saved the dwg multiple times since. any idead on what im missing?

ive created views using the view command in both model and paper space and niether of those have worked.
