Zoom issue with AutoCAD when image inserted

I'm working with AutoCAD 2008 and Raster Design 2008. I've never really had this issue before.

 

I converted a pdf to a tif. it looks great. Inserted it into AutoCAD, and everything seems clear when zoomed in, but when doing a zoom extents to see the overall drawing, it's all blurry and unreadable. Is this an AutoCAD issue? or is there a setting in AutoCAD or Raster Design to clear this issue up?

 

any help is appreciated.
