Changing the Scale of a Block

So I am trying to insert a titleblock into my paperspace but the scale factor is showing up as 25 but I want it to be 1....but it is not allowing me to delete is...any tips on how I do it?

You should be able to scale it.

 

Are you sure its 25 not 25,4? If it is you are being caught by the INSUNITS trick where AutoCAD decides you are inserting a metric drawing into an imperial one.
