Surface wont set current

We have a new CAD guy in our office and he has only used 2007 so our IT guy installed that and C3D 2009 on his brand new machine. The new install wont allow him to add breaklines to the surface. When ever we try to add them to a new surface it goes to a select surface menu then trys to have us create a new surface. Then it doesn't add the breaklines to the original surface. Any ideas on why it won't accept any info.

I know the dwg is OK because I can do what ever I want to with 2007 LDD on my machine. I also have 09 C3D so I don't think it is a software compatibility issue. Any help would be greatly appreciated.
