Well no need in dual core or dual cpu systems unless you will be doing a lot of multi-tasking or rendering.
Look at either a dual core EM64T P4 system 3.6 or higher or Athlon 64 4000 or FX series Athlon
also look for either single or dual PCIe graphics (128 mb or higher)
go for nVidia cards
1 gb ram at a minimum
either run dual 19 or 20" lcds or perhaps a 24" widescreen display.

Dell is always a solid answer (look at Precision series workstations)
Alienware
Boxx Technologies

the above specs are way over-kill but you will have a system that will be usable for 3+ years. 64-bit is also not needed but might be soon.
Get a large hard-drive, 120 gb or larger
A CDRW is a must but a DVDrw would also work. Det dual drives too. A DVD and a CDRW or a DVD and a DVDRW

Good luck :)
