How do I offset?

For some reason autocad will only let me offset from 0'-7" and I need to go 7"-3/8. How do I fix this?

by typing the dimension as 7-3/8. Your format of the fraction, if it is like your question, is not how Acad sees fractions.

Your units will control what input AutoCAD will accept. Another option in your case would be to type 7 3/8" as 7.375.
