Sheet Metal Pattern Stretch-out Quandry

I have to disect a circle in much the same way it is done on paper with a set of calipers. I have tried copying a circle with the assigned diameter, but the diameters of the circle do not meet on the circle. Any thoughs?

take the circle you're dissecting, draw in the diameter, use ARC (start, end, diameter) to produce the dissect?
