Auto update dynamic block

I use a dynamic block as part of my title sheet. I want ot know if there is a way that when a drawing opens it loads the block from a set location so any changes i made will be included but that the visibility state will not be affected. I also need to make sure that there is a version of the block in the drawing so that if i send a copy to someone they also get a copy of the block> i don't want it referenced like an Xref.
