If you draw a spline, you can grab hold of a vertex and then type a number into the X,Y,Z Coordinate boxes at the bottom of the screen, and the line will length or shorten accordingly. But I think that's about as close to command line entry as you're going to get. Max just really isn't a drawing/drafting type of program. You might check around and see if anyone's written a Maxscript for this type of functionality.
