Modifying attribute blocks

Hi,

 

i am looking at changing two of our blocks, which are attributes. i have attached the two files here. What i want is in the dwg "SHEET" i want the two lots of question marks (for 'drawn' and 'engineered') as part of the block in the dwg "TITLE BLOCK"

 

so we will no longer have "drawn" and "engineer" in our "sheet.dwg" but they will now be in our "title.dwg" does anyone know how to do this? help is greatly appreciated
