Regular ACAD vs ACAD Elec.

When creating new wires in AutoCAD Elec. Can I just go into the layer manager and create a new layer and label it as a wire? Or.. Must I do it within the schematic section of the program where they might have a specific path to creating wires?

When you us the wire command to draw a wire, autocad electrical knows to put it on the wire layer.
