If I want to attach a few fuses with a disconnect that I just placed in the system how would I go about doing it on a permanent basis but at the same time be able to use the fuses I place inside the disconnect by themselves every once in a while? When in the Edit/Insert Component Box I select Mutiple catalogs, find the fuse and add three of them to the part. The next time I add one of the disconnects, the fuses I assigned to it are no longer with it. What should I be doing?

Have you taken a look at saving your circuit to an icon menu? It allows the user to save the selected portion of a circuit for future use.

You can save it as a user circuit as Remark suggested or you can save it as a block. Use insert component, then at the bottom use the browse option.
