Non Unitary UCS y Axis error

I get this message three times when I start LDD 2004. I notice that when I snap to a point it misses the actual point and offsets it.
I tried resinstalling acad but no help. This error happens in model space.

Help needed.

Try restting the "UCS" to "World"
