How do I enable plotter style?

As you can see at the arrow below that all my plotter styles are disabled. I was wanting to change a color in the plot without changing it in the drawing. Is this possible and how?

You are using a CTB, those can't be changed in the layer manager. You can edit the CTB from File, Plot Style Manager, or when you start the plot command (among other ways), then change the pen color to plot the color you wish.
