Does it have a way of converting my GRID northing and easting into SURFACE northing and easting?

 

the geodetic calculator shows nothing of that nature.

Do you mean as in multiplying/dividing coordinates by a combined scale factor? If so, take a look at the Transformation Tab in the Drawing Settings. It's designed to work so that the drawing X/Y are your Easting/Northing in your ground system. If you look at Cogo Points, they'll also have a "Grid Northing" and "Grid Easting".
