Layer Thaw/On Through Viewport

I have darwings where I have frozen xref layers through the viewport (model space tab open).

How do you thaw or turn on those layers again?
When I go into Model Space proper, the layers are on, but not when I go back to Paper Space.

To control the visibility of layers in a Layout you need to do the following:

1) Turn on all layers and thaw in ALL viewports

2) Go to the layout, double click inside the viewport, then freeze the layers in the current viewport.

You can also use the LAYER command.
