You can when you insert the block.

You can also do it AFTER the block is inserted. The Properties panel gives complete control over the scale factor of X, Y and Z so you can easily change the aspect ratio of any block.
try typing in ddmodify
this should do the trick

Just go into the block dwg. that it is pulled from, modify the block to however you want it to be, go back into your dwg. erase your block, purge your dwg. and it should be fine. That way you wont have to change your aspect ratio and you can have it exact. It works the same with pic buttons, once you correct your block in its original file and purge your dwg. that your going to insert it into, your pic button will be corrected as well. If you forget to purge the dwg. your pic button may still pull your old block depending on if it has been inserted once before in the dwg.

You can also pull down the modify In-place XREF and Block Edit - Edit Reference. You then select the block you want to modify, make your changes and use the popped up toolbar to save your changes.Theres always a number of ways of reaching the same outcome in CAD :) .
