Arcs that are eventually turned into polylines and given a width?

Find a suitable font, type the number 3 (at the desired height), explode it (using the Text Explode tool found in Express Tools) then edit to taste?

Type the # in a blank dwg. and save it.

Insert the #.dwg as a block into a new .dwg with set x and y scale for the block insertion.

Done.

I think the same could be done with an inserted xref?

BTW: What's a character stroke? and why is it so small with respect to the height/width of the character?
