Recently in one of my assemblies I am not long able to drag parts around. They have no constraints and are not grounded. I should be able to freely move these parts out of the way anywhere on the assembly. I can still constrain these parts and they will move in to place that way. Does any one know if there is a setting that I might have messed with that would cause this?

Don't know.
Are they trying to update ?
Have you moved the parts from the original files location ?
Ground one and see if it changes.
Post up the assembly and it's parts.
What version are you using 7,8,9,10,11 ??

I can’t move some part from assembly or I don’t know how to use properly the CONSTRAIN command.
As easy to do this in AutoCAD you have UCS command is possible to insert value for start to end
How to control the move operation?

Only 2 things hold a part into place, constrian it or ground it, delete the constrains and untick the grounded box and its free to move around.
Now there is away the model can play tricks and thats only when the 2d sketches have not been fixed to a point from the start of the sketch. i.e are the sketches fully constrained ( all turn purple colour) my guess is your sketches are not fully constrained and now the model cannot handle the Environment its in.

Terrors,
Look in the upper middle of your screen if you see a big red plus sign, you have errors in some of your parts. This can cause the program to prevent movement becasue the program can't justify the changes. It already has a problem with something that it needs to correct before it can comtemplate your move. It will allow you to contrain things because it has a set location for those specific objects to go, but moving doesn't take precidence over the errors. Fix any errors first, then try to move things.
