How do I complete this?

I found an exercise in a book i'm following that I wanted to recreate, but I can't find a solution for it.

The drawing file is included. It should be the wheel of a shopping cart.

It should be finished like this:

I tried doing it with fillet or chamfer but that's giving me some weird stuff
