The polar tracking tooltip

I want to give a makeover to my polar tracking tooltip and thinking of new font size and color. Can someone give me a hint on how to do it? I just cannot find the trick.

I don't want to say that it can't be done, but I will say that I haven't seen this done anywhere on the web before. I would ask WHY you would want to do this, but many times you learn new things in programming trying to figure out requests like this. Good luck.
