Viewport blocking text

I came across a drawing today where some text drawn in paper space was blocked out when a viewport was moved to overlap it. I can't reproduce this myself. Is there a setting that controls this?

Command line: WIPEOUT,
check the settings to show the borders and see if this is what is going on.

Thanks for the suggestion. I tried frames on and off regenerating inbetween and I still can't reproduce it. I also tried draw order sending the text to the back but no dice either.
