Can't Fill In Title Block

I have created (3) new drawings and am now trying to fill in the title block. I normally just select the drawing border frame and the block definition block appears and allows me to fill in the required text fields. For some reason now when I select the border, it only hightlights and no block definition box comes up. Have I turned something off or changed a setting that I can turn back on? I have also tried reinserting the title block. It will allow me to enter the required information at the time of entry but if I skip through it I get the above results.

could it be that FILEDIA is set to 0?

I had my "Quick Properties" turned off. To many buttons to keep track of.
